Croatia has introduced a new mandate for B2B e-invoicing, aimed at combating VAT fraud and enhancing tax compliance. This aligns with the EU ViDA’s plan to mandate the exchange and reporting of e-invoices for intra-community supplies by July 2030.

    2026: Mandatory B2B E-invoicing Croatia

    The Croatian Ministry of Finance has requested an EU derogation to introduce mandatory B2B e-invoicing nationwide from 1 January 2026. To implement this, Croatia has requested the European Union to derogate Articles 218 and 232 of the 2006 VAT Directive.

    The management of electronic invoice transmission will be handled through the national platform eRačun, with direct connections to the platform facilitated via Peppol.

    Fiscalization 2.0

    In January 2023, the Croatian Ministry of Finance published the Fiscal Project 2.0 with three primary objectives:

  • Establish a framework for mandatory B2B electronic invoicing.
  • Create a system for digital account auditing.
  • Implement an advanced electronic accounting system.
  • The approval process for such projects typically takes three to six months, and the entire project is set to launch in July 2026. Fiscal Project 2.0 aims to implement a cashless payment system through e-invoicing, featuring an integrated electronic file and an advanced online accounting system within the VAT framework to offer a wide range of benefits for businesses and stakeholders:

  • Simplified tax declarations.
  • Fewer tax forms, improved accuracy of tax obligations, and automatic data compliance via the e-Račun platform.
  • Real-time insights into an individual taxpayer's current operations.
  • Credit checks available in real-time.
  • Environmental benefits by replacing paper-based accounting with digital files.
  • Reduced need for duplicate invoices and archiving via intermediaries.
  • The ability to attach files to invoices, reducing administrative burdens.
  • Improved interoperability between parties involved in the invoicing process.
  • Enhanced tracking and linking of accounts to prevent VAT refund-related fraud.

    Present Regulations

    Currently, only B2G transactions are mandated to use e-invoicing in Croatia. B2B and B2C e-invoicing remain voluntary, allowing businesses time to adapt and prepare for the upcoming mandates.
