In Estonia, there are ongoing efforts to make e-invoicing mandatory for B2B transactions. Starting on 1st January 2025, a new nationwide mandate will take effect, allowing B2B clients to require e-invoices from their suppliers for all transactions.

Estonia was among the first countries to introduce mandatory e-invoicing for public procurement back in 2017. To stay ahead, starting on 1st January 2025, Estonia will expand its e-invoicing regulations, allowing B2B customers to demand machine-readable e-invoices from suppliers. Transaction partners can agree on the format of the e-invoice, but if no agreement is reached, the default will be the EN16931 e-invoice standard.

Timeline

1st January 2025: Sellers will be obligated to be able to receive and issue e-invoices if wished so by customers in Estonia.

 

Present Regulations

The current regulation mandates that public sectors must accept and process e-invoices, and public administration suppliers are required to send them. However, B2B and B2C e-invoicing are still voluntary for now, allowing businesses time to adjust and prepare for future changes.
