    European E-invoicing Vision And Changes

    Europe is leading the shift to e-invoicing, and with the ViDA (VAT in the Digital Age) regulation, full intra-community e-invoicing is expected to become mandatory by 2030.

    While many EU countries already enforce e-invoicing, they needed prior approval from the European Commission. That changed on March 11, 2025, when EU Member States unanimously adopted the ViDA package—greenlighting a major transformation of the EU VAT system. What does it mean?

    EU Countries Changing Regulations in 2025

    As we move toward the 2030 e-invoicing mandate, more and more EU countries are rolling out national requirements—starting with B2G, followed by B2B, and even some B2C. The number is growing each year. Here's a summary of confirmed updates for 2025:

    🇩🇪 Germany Mandatory B2B Receiving Capability

  • From January 1, 2025, all businesses must be able to receive e-invoices in EN 16931 format.
  • Paper invoices will still be allowed, but only with recipient consent.
  • If an e-invoice is sent, the recipient is obligated to accept and process it.
  • Next regulation phase expected in 2027.
  • 🇫🇷 France – E-Invoicing Pilot Program

  • In 2025, France will test its new e-invoicing system, redefining the roles of the Public Invoicing Platform (PPF) and Private Service Providers (PDPs).
  • Businesses can voluntarily join to test software and processes before the mandatory rollout in September 2026.
  • 🇱🇻 Latvia – Phased B2G Mandate

  • From January 1, 2025, e-invoicing becomes mandatory for B2G with selected public entities.
  • Invoices must follow the EN 16931 standard.
  • Full B2B e-invoicing rollout is planned for 2026.
  • 🇪🇪 Estonia – Buyer-Led Format Control

  • Starting July 1, 2025, recipients may require suppliers to issue invoices in a machine-readable format.
  • Buyers will have the right to define the accepted format, as long as it complies with EN 16931.
  • 🇷🇴 Romania – Mandatory B2C E-Invoicing + E-Reporting

  • From January 2025, all B2C invoices must be issued electronically.
  • All transactions must be reported via RO e-Factura.
  • 🇸🇪 Sweden – Expanding CTC Requirements

  • For specific B2G transport contracts, electronic delivery documents are now mandatory.
  • Transmission must happen via the Peppol network.
  • 🇭🇷 Croatia – B2B Testing & Rollout

  • From September 1, 2025, businesses can start testing B2B e-invoicing systems.
  • From January 1, 2026, all VAT-registered B2B entities must issue and report only e-invoices.
