    April 1, 2025: New E-Invoicing Rules in Italy

    Starting 1 April 2025, Italy is updating its e-invoicing rules with version 1.9 of the technical specs from the Italian Revenue Agency.

    Here’s what’s changing:

  • A new document type TD29 is being introduced to report missing or incorrect invoices.
  • The meaning of TD20 is updated – it’s now used for self-invoicing to fix or complete existing invoices.
  • A new tax regime code RF20 is added for VAT-exempt cross-border businesses, following EU rules.
  • Fuel codes have been updated to match new classifications set by Italian customs authorities.
  • Error checks are revised to support TD29 and adjust verification for some codes.
  • The €400 simplified invoice limit is being removed for businesses on the forfait or VAT-exempt regimes.

    Italy is also making the shift toward a cloud-based fiscalization system, moving away from traditional fiscal printers to a government-certified digital model. This new system processes sales and tax data online, replacing old-school cash registers by sending invoices and receipts directly to the tax authorities via the cloud.

    To participate, each provider or invoicing feature must be individually certified and approved by the authorities, ensuring it meets all legal and technical standards.

    The cloud-based fiscal model is expected to be available for market adoption starting in 2026, marking a significant step toward full digital transformation in Italy’s fiscal landscape.
