Slovenia’s 2026 B2B E-Invoicing and Cross-Border E-reporting Mandate
Starting in
Slovenia has proposed a new mandate for B2B e-invoicing as well as B2B and cross-border e-reporting, designed to combat VAT fraud and enhance tax compliance. This aligns with the EU’s plan to mandate the exchange and reporting of e-invoices for intra-community supplies by July 2030.
Timeline:
The mandate will also regulate accepted formats for structured e-invoices, which must be reported to the tax administration (FURS) by both the issuer and the customer within eight days.
2026: Mandatory B2B E-invoicing Slovenia
From 1 June 2026, all B2B transactions between taxable entities must be issued, sent, and received in an e-invoicing format. While there is no pre-clearance requirement for e-invoices, taxpayers must agree on the format. Accepted formats include:
E-invoices can be submitted to UJP via:
B2C transactions are not included in this mandate, though consumers retain the option to choose how they wish to receive their invoices.
2026: Mandatory B2B and Cross-Border E-reporting
From 1 June 2026, all B2B and cross-border transactions will require e-reporting for both suppliers and buyers. Invoice data must be reported to the Slovenian tax authorities (FURS) within eight days of issuing or receiving an invoice, effectively functioning as near-real-time reporting. The accepted format for reporting and exchange with the administration is eSLOG.
Present Regulations
Currently, only B2G transactions are mandated to use e-invoicing in Slovenia. B2B and B2C e-invoicing remain voluntary, giving businesses the opportunity to adapt and prepare for the upcoming mandates.
