Estonian E-Invoicing Mandate 2025: Mandatory E-Invoices for All B2B Transactions
In Estonia, ongoing efforts are aimed at making e-invoicing mandatory for B2B transactions. Starting on
Estonia was among the first countries to introduce mandatory e-invoicing for public procurement in 2017. To stay ahead, starting on 1 July 2025, Estonia will expand its e-invoicing regulations, allowing B2B customers to request machine-readable e-invoices from suppliers. Transaction partners can agree on the e-invoice format, but if no agreement is reached, the default will be the EN16931 e-invoice standard.

Present Regulations
Currently, public sector organizations must accept and process e-invoices, and public administration suppliers are required to send them. However, B2B and B2C e-invoicing remains voluntary for now, giving businesses time to adjust and prepare for upcoming changes.
