The UK government has announced that businesses will have to issue VAT invoices electronically. The Budget 2025 document says: "From April 2029, businesses will be required to issue all VAT invoices as e-invoices." The rule is announced policy, not yet a finished regime. Several details are still open.
Who the mandate covers
The government describes the scope as VAT invoices for business-to-business (B2B) and business-to-government (B2G) transactions. The consultation response says VAT invoices are not required for business-to-customer transactions. Because the mandate is tied to VAT invoices, businesses that are not VAT-registered sit outside it.
Key dates
- Budget 2025: the government announced the mandate from April 2029.
- Budget 2026: the government says it will publish an implementation roadmap.
- Before the mandate: the government says it will publish full standards and guidance, and that the timelines for them will be clear in advance.
- Real-time reporting: the government has said it will not introduce real-time reporting alongside the 2029 mandate.
Standards today
The UK does not yet have a single mandated e-invoicing standard. Businesses can choose their format for now. The government says it will develop standards that enable interoperability, and it is reviewing whether to adopt an existing standard or design a UK-specific one.
Public bodies already have a fixed rule. Under the Public Procurement Act 2023, the bodies it covers must accept e-invoices that comply with BS EN 16931.
What to do now
You do not need to pick a final format yet, because the standards are not published. You can prepare in four steps:
- Map every place your product creates or receives VAT invoices.
- Check whether your invoice data model can hold the fields a European-style standard would need.
- Separate invoice data from the presentation layer, so a format change does not force a rewrite.
- Watch for the Budget 2026 roadmap and the standards publication, then plan your release against them.
